Working within North Macedonia Country Office (CO) environment, you will support the effective management of UNFPA activities in the areas of sexual and reproductive health, youth and gender within the broader context of population dynamics. Through substantive analysis and assessment of political, social and economic trends, you will contribute to project formulation and evaluation, joint programming initiatives and national development frameworks.

You will be engaged substantively in the effective management of UNFPA activities contributing to the Sustainable Development Agenda 2030, in the areas of young people and sexual and reproductive health, in the context of population dynamics.  The Programme Analyst analyses and assesses relevant political, social and economic trends and provides substantive inputs to project formulation and evaluation, joint programming initiatives and national development frameworks. The Programme Analyst contributes to and facilitates the delivery of UNFPA’s programmes by monitoring results achieved during implementation. S/he ensures and guides the appropriate application of systems and procedures and develops enhancements if necessary.

You will monitor results achieved during implementation, guiding the appropriate application of systems and procedures, and developing enhancements as required.

 

Main Tasks & Responsibilities

In collaboration with the UNFPA Regional Office, Government counterparts, NGOs and other partners, you will contribute substantially to the formulation, design and implementation of the country programme and its component projects, in the area of sexual and reproductive health, with strong focus on young people in the context of population dynamics, in line with Government priorities and UNFPA programme policies and procedures;

Ensuring quality of programme/project design, incorporating lessons learned and best practices, and ensuring that appropriate monitoring and oversight mechanisms and systems are established and implemented;

Analysing and interpreting the political, social and economic environment relevant to sexual and reproductive health and young people, and identifying opportunities for UNFPA assistance and intervention. Keeping abreast of new policy developments and strategies, analyzing policy papers, strategy documents and national plan, and preparing briefs and inputs for policy dialogue, technical assistance coordination and development frameworks;

Expediting and coordinating project implementation; establishing collaborative relationships with executing agencies, experts, government counterparts and other UN agencies, and facilitating timely and efficient delivery of project inputs;

Analyzing and reporting on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identifying constraints and resource deficiencies and recommending corrective action. Monitoring projects expenditures and disbursements to ensure delivery is in line with approved project budgets and to achieve targeted delivery levels;

Supports creation and documentation of knowledge about current and emerging issues in areas of young people and sexual and reproductive health, in the context of population dynamics, towards achievement of the Sustainable Development Agenda 2030, by analyzing programme, projects, strategies, approaches, experience, lessons learned and best practices, and shares with management for use in knowledge sharing and planning future strategies;

Facilitating the work of consultants, advisors and experts, and establishing and maintaining collaborative relationships with counterparts in government, donor agencies and civil society organizations, to address emerging issues;

Assessing implications of new policy developments and strategies on programme execution, and ensuring their integration;

Supporting the advocacy and resource mobilization efforts of the Country Office by preparing relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events;

Under the supervision of the Assistant Representative/Head of Office, the Program Analyst on SRH and Youth is member of the Country Office (CO) Preparedness Team and is responsible for the component program area of the Annual Preparedness Action Plan.

 

Qualifications and Experience

Education: 

Advanced degree in health, population, demography and/or other related social science discipline.

Knowledge and Experience:

At least two years professional experience at national or international level in the field of development, public health, sexual and reproductive health, youth or population activities

Practical experience in design, monitoring and evaluation of development projects

Proven track record, practical experience and knowledge in promoting Reproductive Health and young people

Experience using office software packages and web-based management systems

Familiarity with UN procedures and working methods, particularly with UNFPA agenda, policies and procedures is highly desirable

The ability for advocacy and advancing a policy oriented agenda would be an asset

Languages:

Fluency in English and Macedonian is required
